A RESOLUTION IN SUPPORT OF EMERGENCY ACTIONS AND
POLICIES DURING THE COVID-19 PANDEMIC
WHEREAS, the United states of America, the State of Illinois and the City of Springfield
experiencing an unprecedented medical and economic emergency caused by the COVID-19
pandemic; and
WHEREAS, the Governor of the State of Illinois issued an EXECUTIVE ORDER IN
RESPONSE TO COVID-19 (Number 8) on March 20, 2019 which required citizens to ‘Stay at
Home” beginning March 21 through April 7, 2019; and
WHEREAS, in order to protect the health, safety and welfare of all individuals as we move
forward in these uncertain times during the COVID-19 pandemic it is necessary to implement certain
policies and actions; and
WHEREAS, the City has adopted and has enacted certain emergency actions and policies.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
SPRINGFIELD, ILLINOIS:
Section 1: That the City Council hereby supports the policies and actions outlined below
established and implemented to protect the health, safety and welfare of the citizens of City of
Springfield during the COVID-19 pandemic. The City of Springfield has implemented the following
policies and actions to address the local impact of the emergency and in conjunction with the
Governor’s EXECUTIVE ORDER RESPONSE TO COVID-19:
a) Consistent with the Governor’s request to private utilities, CWLP will not discontinue
any customer utility service during the period of the emergency and no late fees or
interest will begin until 30 days following the date that the Governor’s emergency
declaration is lifted.
b) Downtown parking at parking meters shall remain free until the 14 days after the
Governor’s emergency declaration is lifted,
c) The City will postpone debt collection activities until 30 days after the Governor’s
emergency declaration is lifted.
d) Administrative Court is postponed until 14 days after the Governor’s emergency
declaration is lifted. Fees, penalties, and/or interest that would have accrued during this
postponement period are waived until hearings begin again. The Administrative Court
will schedule special sessions during this time for life safety or public safety related items
of an immediate nature to be determined by the Office of Corporation Counsel.
e) Any and all city fees and penalties, licenses fees, permit fees, violation notice fees, may
be deferred if a financial hardship exists for residents and businesses. Such deferment
will not accumulate interest, fees, and/or penalties until 30 days after the Governor’s
emergency declaration is lifted.
f) The hiring of the city’s grant writer position is declared to be a priority. This grant
writer’s first priority shall be seeking state and federal government COVID-19 assistance
funding for the city, residents, businesses, and non-profits.
