A. Need for Program
The White Salmon Valley School District (WSVSD) evaluated objective data and metrics to determine the
need for comprehensive after-school and summer programming provided by the 21
st
Century Community
Learning Center (21
st
CCLC) program.

A.1: When these demographic factors are disaggregated for our 21
st
CCLC program participants, the
percentages in each metric increase sharply. Our intended students are marginalized by income, language,
academic success and ethnicity—close to 100% are Free/Reduced Lunch; many are in an ELL program; all
score low on state tests for literacy and math; and the majority identify as Hispanic or Latin(x). Our CLC
program aims to overcome these risk factors to improve academic achievement and overall student
success.
