Construction Labours Situation and Legal provisions in India

Introduction :
India is the second fastest growing economy in the world. The construction industry accounts
for a significant share of investment in the Indian economy for growth, and is expected to
grow further due to the growing expectations of people for industrialization, urbanization,
economic growth and higher living standards. The Construction Sector Plays vital role not
only in terms of GDP but also in terms of employment generation in India. It has been
Contributing employment to the mass of unorganized sector of Indian Economy. It absorbs
the largest workforce after the agriculture sector. There are forward and backward linkages of
this sector.The Contribution of the Construction Industry in the GDP was 6.0 percent in
2000-01 which which increased to 8.5 percent in 2008-09 and slight Decreased to 8.2 percent
in 2010-11 and 8.1 percent in 2012-13. According to the Economic Survey 2018-19, the
estimated growth rate of Construction sector is 8.7 percent during 2018-19. According to

Round, the construction sector constitutes 46.33 percent in Gross Value addition.
The Construction Sector has been playing an important role in generating output as well as
employment. There has been a substantial increase in employment in india which increases
from 14.5 million persons in 1995-96 to 26.02 million persons in 2001-05 and further 44.04
million in 2009-10. According to a study by Indicus Analysis, there will be a demand for 7.5
million new homes in India by 2018. It will require an investment of 15 billion euros over the
next five years. At the same time the demand for commercial properties for business needs
