Land redistribution impact of Dalit’s entitlement and capability in Gujarat
State: A Field Observation

Abstract:
There is a direct relationship between the ownership entitlement on land resource and
freedom (Sen,1981:1-2), thus the individual’s entitlement can be measured by the ownership
entitlements. Thus the ownership entitlement on the resource gives her/him right to
livelihood. The Gujarat Agricultural Land Ceiling Act,1960. As of march 2015, total 121094
acres of land was redistributed to 23,595 beneficiaries under this Act in the state. There were
total 64.8 of the Dalits (Scheduled Castes) household beneficiary who were redistributed
78.6 of the total land of Gujarat the highest surplus land redistribution for the Dalits.The
study is based on empirical analysis and mixed method is used. 423 Sample of beneficiaries
Dalits household, and some specific villages are cover to field survey, and case study of 40
villages of 13 block of Ahmedabad, Amreli, Banaskatha, Bhavnagar, Surendranagar, and
Kutch districts of Gujarat, to find out the real land entitlements and capability of Dalits.

1. Introduction
In the post independent India land reform portrays the picture of the foundation of social
equity of the society. Agricultural land ceiling Act is one of the key steps taken under land
reformations. This Act is reminding us of the socialist approach under taken with great
efforts to get equitable society in India. The main objective of the Act was to reduce intense
disparity of the land resource and increase its efficiency. Under this Act land resources were
redistributed to the poor and landless in rural area of the country. In 2015,total 50.78 Lakh
area land was distributed among 57.58 Lakh landless, small and marginal farmers in India
