Understanding the Social Status of Slum Dwellers of Surat City

1.The Context:
It has been the experience of many countries including India that the process of urbanization
creates positive as well as negative externalities. In the process of economic development
over a period of time, it has been observed that industrialization leads to urbanization and this
process of urbanization leads to further industrialization. This process is found in the
majorities of world’s cities and so as in the case of Surat.
It has been an experience of all the cities that there are positive externalities because of which
on the one hand output, employment, income and export increase and on the other hand there
is an improvement in physical and social infrastructure and other facilities. There are many
wage and self employment opportunities. The migration from different parts of the country
and from within the state also contributes to the expansion of cities. In this migration, ‘Push’
and ‘Pull’ factors are clearly visible.
However, we should not forget that the development of these cities is not without negative
externalities. The people of cities have to pay the price. Environmental pollution, health
hazards and increase in crime rate, mushrooming of slum settlements are some of the
examples. All these negative externalities emerge from the development of slums in the
cities. Therefore, more importantly the mushrooming of slums is a major problem faced by
majority of developing economies and prominently India and in Surat.
